PRESERVATION ADVOCACY

The Historic Preservation Trust was founded as an advocacy organization in 1966 to fight the devastating effects of "urban renewal" on historic buildings. Since then, our efforts have helped preserve dozens of buildings in Lancaster County. Today and building upon this hard won legacy, we have expanded those efforts to include personalized customer service and representation and membership on many planning and project committees to assure that preservation's voice is heard and that decisions made on land development include flexibility and allowance for historic preservation.

Customer Service
Individual property owners, municipal officials and developers often seek advice and interpretation on the thousands of documentation records of historic properties we have at the HPT office at 123 N. Prince Street in Lancaster City. We provide this staff assisted advice and consultation as part of our free member-supported service to the public.

Preservation Awards
The Trust recognizes public and private efforts to preserve and adaptively reuse our historic architecture through a series of competitive annual annuals, presented as a highlight of our annual meeting. By so doing, we hope to instill an appreciation for our historic built environment and to encourage others to support these efforts whenever possible. Awards are made in the following categories:

  • The C. Emlen Urban Awards (recognizing Lancaster's foremost architect) in the areas of Preservation and Adaptive Re-Use, Leadership, Research and Philanthrophy.
  • The Preservation Honor Awards in the area of Master Craftsman and New Construction
  • The Community Revitalization Award for outstanding efforts that enhance our historic landscapes and structures.

Representation
The Trust is actively represented on the following countywide or regional planning/advocacy committees and projects:

Lancaster County Long Range Transportation Plan Update Task Force
As any Lancastrian knows, getting around the county is a challenge. How we maintain and improve upon current transportation modes and infrastructure is vital to sustaining our economy, heritage and quality of life. This task force explores our strengths, weaknesses and opportunities in a time of restricted transportation and infrastructure funding. The results of this update will provide important direction to transportation planners.
Lancaster County Economic Think Tank (Planning & Growth Management)
This 120 member task force is working together to develop a first-of-its kind county economic development plan know as Lancaster County: Our Economic Future, Strategies and Indicators. This plan will become part of the county's comprehensive plan entitled Envision. Briefly put, Envision provides a framework for balancing the need to accommodate population growth and promote sustainable economic development with protecting the county's farmlands, open spaces, natural resources, historic communities and heritage. The Trust is part of the Planning and Growth Management element of the task force.
Transportation Planning Citizen's Advisory Committees for Routes 23 and 30
Trust representatives are members of the long-standing Citizens Advisory Committees that review potential affects to historic structures, districts and landscapes and suggests alternative plans to help mitigate adverse affects on our cultural heritage resources.
Lancaster York Heritage Region (LYHR) Advisory Board
The Advisory Board helps advise LYHR leadership on programs and initiatives to promote cultural heritage tourism throughout the bi-county region via our natural, historic and cultural resources. A special focus is promoting the lower Susquehanna River as a great natural and heritage resource for the entire region and partnering with other advocacy groups along the upper reaches of the river.
Lancaster County Heritage Advisory Council
The Trust has been invited to serve on the newly formed advisory board of Lancaster County Heritage, a partnership initiative of the Lancaster & York County Planning Commissions and the Lancaster York Heritage Region that focuses on heritage tourism and sets and monitors criteria for member organizations and businesses. Lancaster County Heritage is developing and promoting a wide array of natural, historic, and cultural resources that tell authentic stories about the county's people and places, both past and present.
Hourglass Foundation Monthly City Forum
Participant along with other city and community leaders in candid discussions related to the ongoing revitalization of Lancaster City.
Christiana Borough Downtown Enhancement and Revitalization Study
Working in partnership with Christiana Borough, the county and Urban Partners Consultants of Philadelphia, the Trust is facilitating the development of a report to guide restoration and adaptive re-use of several historic buildings in this charming Eastern Lancaster County municipality.
Risser Mill Covered Bridge Rebuilding Project
We are acting as a facilitating consultant to the county, consulting engineers, advocacy groups and the Friends of Risser Mill Covered Bridge to help develop and execute a plan to rebuild this iconic covered bridge in Mount Joy Township, which was destroyed by arson in 2002.
Dorsey Station Restoration
The Trust is providing guidance and advice to the Southern Lancaster County Historical Society and local citizens to help restore this long abandoned but historic station along the Quarryville-Peach Bottom Narrow Gauge Rail Line.
Central Market Design Standards and Maintenance Recommendations Report Facilitation
The Trust is facilitating a unique report for the Central Market Trust Board that will help guide upcoming capital improvements and future maintenance needs in a manner that is sensitive to the special historic fabric and architecture of the market. Working together with local architects, an architectural historian, Friends of the Central Market and representatives of the Central Market Trust, this team approach and resultant report will address the climate control, plumbing, electric, lighting, and interior and exterior architectural needs of the market.
Smart Growth Coalition
As a participant in the development of the Historic Preservation Section of the Smart Growth Coalition Policy Statement, the Trust continues to be part of regular discussions facilitated by the Coalition to help balance growth with the protection of our cultural heritage resources and farmland.
Lancaster County Planning Commission Heritage Division & HPT Quarterly Update Meetings
We meet quarterly with the LCPC Heritage Division to coordinate and plan collaborative efforts related to the County's Growth Heritage Element, which seeks to incorporate and balance our renowned cultural heritage with growth.
Susquehanna Valley Planned Giving Council
We are a member of this growing organization, which promotes sustaining planned or estate giving to support programs of member non-profits. In
Dillersville Railroad Yard Expansion Project
We serve on the advisory board of this multifaceted project to relocate Norfolk-Southern RR yards to facilitate continued revitalization of Lancaster City's northwest sector. Our role is to help assure favorable treatment of historic resources within the project area.
Lititz Pike Bridge Replacement Project
The Trust is an advisor to Penn DOT and other partners to review potential effects on historic resources during this important transportation improvement for Lancaster City and to recommend proper preservation and mitigation practices.
Venture Lititz Main Street Façade Easement Proposal
The Trust is advising Venture Lititz on the possible creation of a protective easement program for Lititz and to help seek enabling funding from the state.
Marietta Ave. (Rt. 772) Bridge Replacement Project (Mount Joy)
We are serving as an advisor to Penn DOT on mitigating any potential effects on historic resources during this important arterial bridge replacement project in Mount Joy.
Lancaster County Medical Society Museum Project
As easement holder on the historic "Old Almshouse" and hospital at Conestoga View, the Trust is advising the Lancaster County Medical Society on how best to incorporate a planned medical museum and other sustaining adaptive uses within the structure once it is vacated by the county.
Historic Gettysburg Adams County Easement Program
We are advising Historic Gettysburg Adams County on the possible creation of a protective façade easement program for their county with a particular emphasis on Gettysburg Borough.
